1. What is a USPS nonprofit mailing permit?
A USPS nonprofit mailing permit allows qualified nonprofit organizations to mail at reduced postage rates, often referred to as Nonprofit Marketing Mail rates. These rates are lower than standard Marketing Mail and can significantly reduce your mailing costs.
2. Who qualifies for nonprofit mailing rates?
To qualify, your organization must generally fall into one of these categories:
Charitable (501(c)(3) organizations)
Educational
Religious
Scientific
Veterans
Fraternal
Agricultural or Labor
The USPS requires an official authorization before you can mail at nonprofit rates.
3. How do we apply for a USPS nonprofit authorization?
Complete PS Form 3624 – Application to Mail at Nonprofit USPS Marketing Mail Prices.
Submit the form along with proof of nonprofit status (IRS determination letter or other supporting documents).
Once approved, the USPS will issue a Nonprofit Authorization Number linked to a specific Post Office.
4. Do we need a separate permit for every Post Office?
If you mail from one location, you only need one permit.
If you mail from multiple locations, you can link your authorization to multiple permits using PS Form 3623.
5. What types of mail qualify for nonprofit rates?
Nonprofit rates apply to USPS Marketing Mail that meets these conditions:
Must be at least 200 pieces or 50 pounds of mail.
Can include letters, flats, or small parcels.
Must comply with USPS content rules (primarily educational, fundraising, or informational; limited advertising).
Important: If the mailing contains content that does not align with nonprofit purposes (e.g., commercial advertising for non-members), standard Marketing Mail rates may apply.

Yes. USPS nonprofit mail cannot primarily:
Promote products or services unrelated to your mission.
Generate income for non-affiliated businesses.
USPS can reclassify your mailing at standard rates if content violates nonprofit rules.
7. What does the USPS require for nonprofit mailings?
To mail at nonprofit rates, you must:
Use your nonprofit permit imprint or indicia on all pieces.
